The universities of the 1990s are expanding beyond their traditional framework, struggling for new roles in society and demonstrating their usefulness with a broad range of activities.

University performance contracts are the title of a reform of governance that offers the universities greater freedom of action and more flexibility. The aim of the reform is to put the main stress in governance on the individual university's goals and results. The reform must rest on a foundation of autonomy, with each university setting its own goals and level of ambition in a binding performance contract.

This publication describes the overall objects and the process that is to lead to actual contracts before the end of 1999.
