This conference was a follow-up to the September 1995 Meeting of the OECD Committee for Scientific and Technological Policy at Ministerial level, and its purpose was to discuss the implications for government policies, of the "Global Research Village", i.e. the issue of information technology (IT) as a factor in the re-definition of individual and collective government responsibilities towards the science system at both national and international level.
